Insignia of the U.S.E.S.S.A. Commissioned Corps. ESSA, the Environmental Science Services Administration, was formed from the Coast and Geodetic Survey and the United States Weather Bureau in 1965. It existed as a government agency until 1970 when NOAA was formed.
