Rear Admiral Sam De Bow,director of NOAA Marine and Aviation Operations,
was on the annual low water tour of the Mississippi River Commission
and its inspection of the Missouri River basin. At the request of Tribal
Elders, the commissioners led the Grand Entry of the Powwow of the Assiniboine
and Gros Ventre Tribes on the Fort Belknap Indian Reservation.
