Rear Admiral Leo Otis Colbert, Captain Clement L. Garner, and Commander John
Bowie during an inspection trip to survey work along the ALCAN Highway. Colbert
was Director of the Coast and Geodetic Survey during WWII, Garner was Chief of
the Division of Geodesy, and Bowie was chief of the ALCAN survey party.
